JOB SUMMARY:
Under general direction, provides an advanced level of direction and strategic focus to the City's risk management programs through proactive planning and communication efforts, ensuring compliance with all applicable laws, regulations, insurance policies and contract monitoring.

ESSENTIAL JOB FUNCTIONS:
1. Ability to provide advanced level of direction and strategic focus for the City's risk management program, consulting with City departments to evaluate and analyze contractual risk exposures and risk transfer alternatives, including review of contracts for insurance recommendations and indemnification provisions, as well as insurance certificates received from vendors, to adequately address the City’s exposure to loss, damage or injury.

2. Ability to apply insurance principles and practices, maintaining underwriting records as needed and collaborating with the City’s broker to procure insurance that sufficiently protects City assets from loss.  Coordinate with City departments to ensure new assets are appropriately insured, and effecting changes when needed.

3. Ability to provide oversight and assist the City's third-party administrator (TPA) with liability, subrogation and workers’ compensation claim issues when needed.  Monitor TPA processes to ensure compliance with Medicare Reporting and other regulatory requirements, agreed claim handling guidelines and pursuit of excess insurance recoveries.

4. Ability to understand and reconcile financial reports for TPA claim expenditures and recoveries, as well as bank statements.

OTHER JOB FUNCTIONS:

5. Ability to support the City’s drug and alcohol program in accordance with policies and procedures; facilitating testing, maintaining records, and ensuring compliance with DOT rules and regulations.

6. Ability to compile and develop information from several internal sources for actuarial analysis and support the Risk Manager in gathering risk data for analysis, evaluating exposures and trends, identifying best practices to minimize impact on City resources and maximize positive outcomes.

7. Represents the City at workers’ compensation hearings, if necessary.

8. Ability to assist in the preparation of reports regarding the risk program on a monthly, quarterly, and annual basis.

MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of insurance industry standards and insurance law.
Knowledge of basic legal and medical terminology and practices.
Knowledge of Texas tort law related to municipal government and civil law.
Knowledge of property and casualty insurance claims handling practices.
Skill in communication techniques to deal effectively with information exchange and conflict/complaint resolution.
Skill in negotiating with claimants, insurance companies, and attorneys.
Skill in communicating with other city employees and the public by oral and written means.
Skill in investigating and analyzing problems in claims involving specialized fields (i.e. auto mechanics, medical
treatment, construction, etc.)
Ability to compile and prepare technical reports and claims presentations.
Ability to receive detailed information through oral communication and make fine discriminations in sound.
Ability to perform a variety of physical skills including but not limited to seeing, sitting, and writing.
Ability to operate a motorized vehicle.
Ability to operate a variety of office equipment including but not limited to PC, telephone, and calculator.
Ability to work in both indoor and outdoor environments.

QUALIFYING EDUCATION and EXPERIENCE:
A Bachelor's Degree with coursework in business administration, risk management, insurance, or related field, and three years’ experience in claims administration or equivalent combination of education and experience.  Possession of an All Lines Property and Casualty Adjuster’s License is preferred.
