JOB SUMMARY:
Assists in the management of all department services and activities including the development and implementation of departmental goals, objectives, policies, priorities and managing and directing comprehensive Risk Management/Human Resources programs. Assists in the planning, directing, managing, and overseeing the activities and operations of the Human Resources Department specifically related to risk management issues. Coordinates assigned activities with other departments and outside agencies and provides administrative support to the Human Resources Director.

ESSENTIAL JOB FUNCTIONS:
1. Ability to manage, plan and direct the programs and activities specifically related to key functional areas which include but are not limited to risk management, human resources, liability claims, safety, worker's compensation injury, illness, insurance programs, drug and alcohol and pre/post-employment testing and background screenings.

2. Provide direct oversight and support to the City’s risk management program vendors. Monitor the City’s self-insured risk management and workers’ compensation funds and provide data related to trends associated with the City’s self-insurance programs. Collaborate with the City’s risk management and insurance consultant for recommended program improvements. Responsible for negotiation and management of all City insurance policies, filing claims, and coordinating loss control initiatives.  Ability to manage the relationships with the providers for the City's third-party claims administration for workers’ compensation and liability, as well as the third-party provider for pre-employment and drug and alcohol testing.

3. Ability to research, plan and implement strategic organizational programs and initiatives by identifying risk management and Human Resource-related issues and trends through coordination with internal and external resources. Ability provide consultative services to assigned City departments.

4. Recruit, select, train, supervise, evaluate, motivate and support members of the risk management team to provide oversight for Human Resources programs to include, but not limited to, risk management, liability claims, safety, worker's compensation injury, illness, insurance programs, drug and alcohol programs, and department budget. Oversight includes maintenance/modification of associated program designs and functions, as well as assuring compliance with City, State and Federal policies and regulations.

OTHER JOB FUNCTIONS:
5. Ability to function as department head in absence of the Human Resources Director.
6. Ability to oversee and participate in performing market cost/benefit analysis; prepares and reviews request for proposals (RFPs), and maintain selected vendor relationships ensuring contract compliance and quality services to include the preparation and presentation of staff reports and other necessary documentation.
7. Ability to participate in the development and administration of the department budget.
8. Ability to effectively respond to and resolve citizen inquiries and complaints.


MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of operations, services and activities of a comprehensive risk management, safety, and human resources program.
Knowledge of principles and practices of human resources management and administration.
Knowledge of principles, practices and terminology of occupational safety and health regulations.
Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
Knowledge of principles and practices of loss reduction and loss control.
Knowledge of insurance principles, practices, and terminology.
Skill in communicating conceptual or informative ideas to others in written and oral form and influencing opinion, attitudes, or judgments.
Skill in selecting innovative solutions to identified challenges.
Skill in investigation and determination of facts or questionable information.
Skill in developing effective reports, correspondence, presentations, etc.
Ability to establish and maintain effective relationships with a variety of individuals both internal and external to the organization (i.e., co-workers, managers, citizens, council members, vendors, etc.)
Ability to read, interpret written reports and documents such as government regulations and court cases/decisions.
Ability to work under limited supervision, performing research and project work.
Ability to establish key performance indicators (KPIs) and data analytics relative to Risk Management and Human Resources operations.
Ability to develop strategies and effectively implement programs.
Ability to select, train, plan, organize, direct, coordinate monitor and evaluate the work of subordinates to accomplish departmental objectives.
Ability to estimate financial, material, personnel and equipment requirements for projects/program assessments, establish detailed project/work schedules and manage projects/work within established schedule.
Ability to operate a variety of office equipment including but not limited to a personal computer and pertinent software, calculator, and telephone.
Ability to perform a variety of physical and mental skills including but not limited to standing or sitting for extended periods of time, reading and writing, preparing and presenting material in a formal setting, performing complex mathematical computations, making sound decisions and using good judgment and demonstrating intellectual and communication capabilities.

QUALIFYING EDUCATION and EXPERIENCE:
Bachelor's Degree from an accredited college or university with major course work in Risk Management, Business Administration, Human Resources, Public Administration or a related field plus four years of increasingly responsible risk management experience including two years in the supervision of employees. Any equivalent combination of education and experience may be substituted for the above. Certification(s) demonstrating obtained risk management/human resources expertise preferred, including but not limited to; Certified Risk Manager (CRM), Associate in Risk Management (ARM), International Public Management Association for Human Resources certification (IPMA-SCP/IPMA-CP) or Human Resources Certification Institute certification (SPHR/PHR) or Society for Human Resources Management certification (SHRM-SCP/SHRM-CP).
